The first-to-second-year retention rate at two-year colleges is at its highest level in 27 years, as the retention rates at private four-year colleges have declined, says a news release from ACT Inc. The number of community-college students returning for a second consecutive year has risen to 56 percent, an increase of three percentage points over the 2005 rate and a record high for the 27 years that the testing and research organization has reported on those figures.
