Cupid's bow was thwarted on Valentine's Day when bodyguards prevented an unidentified man in a loincloth and wings from shooting an arrow at the beleaguered leader of the Philippines' powerful higher-education commission.

The arrow was tipped not with love's elixir but with a black paper heart bearing the words, "Tell the truth."
