Who Has the Power to Improve Public Health?

To the Editor:

Philip Alcabes argues that public health has "turned to dross" because health officials have abandoned "the old model of public health [that] worked so well" ("What Ails Public Health?," The Chronicle Review, November 9). I don't buy his argument.
