ANTI-NOOSE BILL: The New York Senate has unanimously passed legislation that would create harsher punishment for people who etch, paint, draw, or otherwise place or display nooses on public or private property. The bill follows an incident in which a black professor at Teachers College at Columbia University found a noose hanging on her door. It was among several such incidents in the state in October.
