Powell, the former secretary of state and chairman of the Joint Chiefs of Staff, is donating $1-million to a policy-studies center at CCNY that he founded in 1997. As a result of the gift, the Colin Powell Center for Policy Studies will expand its program offerings and facilities. Mr. Powell, a 1958 graduate of the college, previously donated more than $350,000 for a scholarship that bears his parents’ names. Mr. Powell also announced the names of 20 people, many of them celebrities, who will serve on the center’s advisory council.
