"Educational Equity and The National Science Foundation Systemic Initiatives: A Fieldï¿?s-Eye-View of Local Stakeholder Understandings." We learn much about education by asking those directly involved. I used this approach to explore the concept of equity. Looking at a specific program and model designed to address equity issues, the El Paso Urban Systemic Initiative, I probed local understandings of equality and their relationships to equity. I learned of many subtle distinctions in how equality is understood and employed. For some, equality was a characteristic, a shared quality of humanness existing regardless of behavior. For others, equality referred to how we act towards individuals or groups. Such equality is created by individuals and society. Many invoked both understandings. I developed a heuristic device that incorporates these understandings and adds local and global values in order to attain equity. Es+(Vf+(V1..Vi)) --> Ea --> = EQ
