The following figures were compiled by James C. Palmer of Illinois State University. The statistics show changes in higher-education spending over the past year. Some data may be skewed in states that have biennial budgets; those states are marked with an asterisk. The designation "n/c" indicates that figures are not comparable.

Note: Tuition is generally returned to the state general fund and fees are retained on the campuses. For fiscal-year 2004 the legislature allowed the University of Massachusetts at Amherst to retain tuition from out-of-state students and the Massachusetts College of Art to retain all tuition. The legislature reduced the 2004 appropriations to the campuses by the value of the retained tuition, or $28-million and $2.6-million, respectively.
