Notice that Karl isn't trying to defend in June, but is trying to get something lined up for late summer.

Where do you see that? Karl wrote that he could defend right now, except for timing:
We are too late in the spring semester to defend, so my committee wants to push it to early next fall.

He mentions late summer as an example of how tuition fees work at his institution, that's all - one week's difference, late summer, early fall.
