Has anyone heard of a journal called International Innovation?  I've been contacted by them about putting together an article about a long-term research project.  They claim to get the word out beyond the normal community of academics who might read my research results.

Is this a scam (a glorified who's-who) or a good thing to do?

I'm not sure it's totally a scam or a glorified Who's Who.  The person to check with is your funding program manager.  For example, if in the eyes of NSF this would count as a "Broader Impact" then it's worth the money.  If NSF views it as worthless then it is worthless.  But that might be a personal taste of individual program managers rather than an agency-wide opinion.

I got curious so I googled around a little.  It turns out they did an article on the journal Atmospheric Chemistry and Physics:

ACP has a decent reputation so maybe if they (ACP) thought it was a valuable thing it's not a total scam.
