Hi,
I applied to two universities for a MA in Developmental Psychology. I was wondering if an individual has already earned a Master's and is applying for a second one- do standardized tests hold much weight on an application?

It depends. I depends upon whether you have relevant professional experience that would demonstrate your skills, prior research experience that would give insight into your qualitative and quantitative skills, or letters from respected faculty members attesting to those skills. In the absence of any other specific evidence as to your skills, though, a degree alone is unlikely to carry much weight, and test scores are still likely to matter.

Thanks you for the reply. I do have LOR's from my first MA program, and from a faculty member I've worked with for three years on a research project.  I'm also working under a university for a prominent research project in Human Development. I even took a couple of graduate classes at the University I applied to and performed well. I just worry so much that my test scores will completely eliminate me, despite experience and other things I have done to try to offset the scores.

I suggest that you address this specifically in your application materials, and ask that your referees do so also. Ed Psych is a quant-heavy field, even at the master's level, so you may need to make a persuasive case that you are capable of doing the required work. Many programs will consider a variety of evidence rather than using a simple cut-off, so you need to be sure you provide them with enough to go on.

Good luck!
