If I received a really low cumulative gpa in my first quarter of university, is it possible or any ways I can waive all of my gpa from my first quarter? I know this may sound very odd, but I really need to know as my friend is in a very bad situation now. Thank you!

There are no universal policies for this sort of thing, your friend needs to find out what the rules are at his school. Some places do have what is usually called "academic bankruptcy" which allows a student to do what you are asking.

It's also necessary to know why your friend needs the gpa waived.  In the U.S., even if a school does so, that might not help if there are gpa-dependent loans, grants or scholarships on the line.   In addition, some graduate or professional schools will recalculate altered gpa's if the original scores appear anywhere on a transcript.  Med schools in my area of the country, for example, include all grades for courses taken even if the undergraduate school has replaced one grade with another when a course is retaken.

As LarryC wrote, some places have grade forgiveness.

However, in many cases, people understand one completely biffed freshman term so a waived anything is unnecessary.  Just do better next time.  People will credit a great recovery.
