I'm in the process of preparing a submission for Monday's deadline-- my OSP just informed me that the new http://grants.nih.gov/grants/guide/notice-files/NOT-OD-12-036.html 2012 fiscal policy means I can't adjust for inflation or raises across the 5 year proposed period. Are other universities interpreting this the same way?
