Cover letter advice

I am applying to a job and it has specific requirements for the cover letter. I know that they are supposed to be at max one page, but the requirements are lengthy. They are:
1) Why you are interested in this position.
2) How your application meets each of the 17 knowledge, skills, abilities, and experiences (KSAEs) listed below.
3) A brief paragraph describing your work ethic, attitude, and perspective towards wildlife biology work.
4) Email, phone, and addresses of 2-3 professional references who are familiar with your qualifications and would be willing to discuss your suitability for this position.
Do you think it'd be detrimental to have more than one page? I really don't know how I'd talk about meeting 17 of their preferred skills PLUS all of my references. What do you think?

My cover letters are more than one page. Make sure they aren't 2 pages of empty chatter, but if the sc asks for specific things, it is much more important that you answer them, than stick to an arbitrary page limit.

Sounds like a federal government job. Answer all of the KSAEs as you will need to demonstrate competence in all required facets of the job to get through the initial screening.

I would write your standard one page cover letter and then attach a document explicitly addressing the KSAEs in a bullet list or something like that.
