I have a conference in Portland in Feb. The conference is at the Embassy Suites in downtown. If I will be staying at the conference hotel, will I need a rental car, or is there public transportation to get from downtown to the airport?

Sorry to ask the obvious, but did you check if the hotel has a shuttle?
If your conference is downtown and you are staying downtown, you won't need a car, so I wouldn't waste the money renting one, especially if you are footing the bill. I have never taken public transit between the airport and downtown, but given what I know of Portland, there has to be something. Also, check your hotel - it might be a billion dollars to park a rental car for the week, so you might as well pay for a cab.

Just because the hotel doesn't run a shuttle doesn't mean you can't take one Go here: http://www.portofportland.com/PDX_Grnd_Trnsprtn.aspxYou can choose from several shuttle vans that cost about $13 one way, or you can take light rail. See if the train stops near your hotel.

If I am looking at the right Embassy Suites, then you're within a couple blocks of a MAX station. You're fine. Don't rent a car. Take the Red Line to Oak/SW 1st Ave MAX station. Your hotel is a 5 min walk from there.
You're also just down the street from Voodoo Donuts. Lucky.

I have stayed at that exact hotel. In a word, "swank." I had much smaller apartments when I was in college. The pool is saltwater. Nice gym.
Portland is probably the easiest "airport-to-downtown" cities I have ever, ever been in.
Forget about a car. You can walk about 2 blocks from that hotel to the train station, which is extremely convenient to the airport. Anything you need food-wise is right there. Try the vegan Chinese buffet north of the hotel. Yum! Also, there is a huge number of ethnic-food carts and trucks on the streets.
When I was there in June I was told Voodoo Donuts was closed. Dunno if that's permanent or not.

Even if there wasn't convenient public transport from the airport to downtown (and it sounds like there is thanks to the all-knowing posters here), why on earth would you rent a car to take a single round trip to/from the airport? This is what cabs are for, or the even cheaper professional airport shuttles. Even if the hotel doesn't have a free shuttle, companies run shuttles to the major hotels in most cities for a nominal price.
Unless, of course, you wanted to drive around to see the sights, but even then I think public transport in Portland is easy enough to navigate so that you could do it that way.
