If you are working as a VAP for one year and like the institution very much, can you (at least) ask the university to extend it for another year? Or is this totally out of the question? I know that this is senseless, but I like this place very much and they don't have a tt line or postdoc in the upcoming year. It's a poor school. But I sort of hope to stay here for another year, instead of looking for tt jobs elsewhere.

First of all, what's the potential downside of asking?  None that I can see.  Second of all, you should consider the effect on your career of staying at a "poor" school.  I am assuming you mean it is a lousy school, not that a) the school has little money or b) the students come from poverty backgrounds.

Research-wise, it is a stellar institution, though the department is not that rich and students, too, are poor. I don't know how bad the funding issue is. So, I can ask?

Sure, you can ask.  In my last place of employment, we hired VAPs regularly, and renewed them in most cases if they hadn't yet found a TT job.  But many department's can't rely on the existence of VAP funding from year to year.  So don't expect a positive response.  I hope you get one, though!

Yes, ask, but keep sending out your other applications as well.  Often the people who would love to have you don't have the money to keep you.

Not only can you ask, you have to ask. You need to know if you can renew your current position, or what the likelihood is that you'll be able to, or when a decision will be made. If you can't renew, you'll need to apply to every full-time job out there, TT or VAP. If you can renew, there's no sense in applying to other VAP positions when you already have one. Being able to focus only on TT applications is a good thing.

Any human department chair or dean will understand the situation and give you a frank answer. Go talk to whichever one is relevant in your case at the earliest opportunity.
