I was offered a scholarship to do a phd in Turkey. It concerns only public universities.
1 year of turkish language, then 2 to 3 years of phd.
I hold a Master from a Dutch University

Is doing a phd in Turkey a good decision?
Is Belgium a better choice?

A PhD in what? From what university? And what are your career goals?

I can't imagine it would be a good idea unless you want to work in Turkey. But then I would think that foreign PhDs would be valued more highly there anyway.

Obviously from this you aren't Turkish, so why would you want to do this?

Yes, a Western European PhD is probably going to be a better idea, though the specific university will make a difference too.
