I recently applied for an admin position at Ivy U, submitting my resume online and informing the Dean that I'd applied, which she acknowledged. Days later, the position was withdrawn and reposted with modifications to the job description.

Reapply or should I just assume I'm not and never will be in the running for this job?

It read 'Open Until Filled'. No deadline given.

In this case, you should ask the contact person for the position whether your application is still under consideration or whether you would have to submit a new application for the new opening.

I don't think you can assume anything based on a modified job thingie around the time you applied.

If you had applied months ago and seen the updated ad, then I think it would be safe to say you weren't in the running.

If, however, you applied around the time that someone realized, "Dang, this job is still open and with Sean leaving, we need X, Y, and Z to be covered as well", then the modification of the ad may have had nothing to do with you.

Also, I've seen some "open until filled" ads that appear to be a generic "we're always short of warm bodies who can do X, Y, and Z, so let's just keep up the ad" postings that may be slightly tweaked occasionally (like when Sean takes parental leave or is eyeing an internal move).
