Re:  parking garages as solutions.  If I'm remembering correctly, they can cost upwards of 20K per parking space.  That's only economical in really crowded areas where parking is already expensive enough that the costs can be recouped in a reasonable period of time.

At my last university, there were no garages (so no covered parking) but parking was free.  This was an urban SLAC, mildly religiously affiliated university in the midwest.

Not going to name the school but its a tiny LAC, a true geographical oddity in that it is 2 hours from anywhere.
