It's getting to be that time of the year, and the job market beckons. How should a couple address the issue of both applying for a TT job in different departments at the same school? Mention it? Don't mention it? Allude to it?

I wouldn't mention it.   Stay focused on what you do.  He should stay focused on what he does.

The simple fact that you have a partner who also needs an academic job does not make you a more attractive candidate (unless you're married to, say, Judith Butler or Simon Schama, or something).  Your letter should be restricted to information that will make you the most appealing candidate possible in relation to what's listed in the job ad, so this is not information that should go into a cover letter.

I have not been part of or closely witnessed the sausage-making details of a dual hire myself.  It's always complicated, and negotiations around this sort of issue tend to take place only once it's clear that the hiring institution is completely mad to hire at least one of you.

 Take this with a grain of salt as I have never been on a SC, but I think mentioning it would only hurt your chances if anything.  I would be concerned about the complications that could come up with a spousal hire.
