I will soon be submitting a conference proposal, and a list of keywords is requested.  Must a list of keywords only contain single words or can it contain entries of two words or three-word phrases?

I have always interpreted "keywords" to really mean "key phrases", and no one has ever corrected me.  In fact, I'm looking at a journal article (not mine) right now whose list of keywords contains mostly two- and three-word phrases.
