Which is better, an adjunct instructor with good to so so student evaluations or no evaluations at all?

Also, how important are the class attrition rates, when it comes to assigning classes to instructors? Do instructors with low attrition rates in their classes get better assignments? These are all introductory classes.

I'm guessing good to so so is better than none.

By "no evals," one who has never taught before?  Such a person could get a chance if otherwise qualified.

Rather than hiring an adjunct with so-so evals or who had poor attrition, I'd be looking for new adjuncts.

The worst thing though, are actual student complaints, particularly if made over more than one term and by different students.

Why are there no evals?  Have they taught somewhere?  Have they lost them?  Good to so-so doesn't sound bad.  Glowing evaluations are suspect if they're carried from one institution to another.  (The so-so just somehow got lost and only the good remain?)  If they're all in house, unless your instrument is better than ours, I'd say good/so-so is good.  As for attrition, it depends upon the college and the class, but if all things are equal and a class ends with 25%, I might steer important classes for the college away from that person.
