In the context of STEM R1:

Aside from the startup for lab and so on, what is the norm or what is your experience: Does the school come up with $ to hire at least 1 or 2 postdocs for the new faculty ( for 2 years) or they just get TAs or RAs?

Does this depend on the ranking of the school too?

I assume the norm is 1 or 2 postdoc+ 1RA + 2 TA for 2 years.

Any words of wisdom?

Umm, that sounds very generous. I got 0.25 RAs and 1 GTA.

It doesn't hurt to ask, and will obviously depend on the financial state of the college to which you are applying, but I would be surprised if you got both a tech and post-doc in the current climate. The state to which you are applying will be very important. If it's CA or FL, you may get very little as the university's budget will have probably been cut to the bone and they will be using all discretionary funds (indirect etc) to cover faculty and staff salaries.

All of the above. It depends heavily on the department and field though. I'm in STEM but not the biomedical field. I know some folks who get more than a million for startup, so in that case what you are thinking may be possible. You should try and discover what recent hires have gotten, or others in your field who were recently hired at comparable schools. I simply asked for a ballpark from my chair when I was hired, and he was straightforward with me (I know this based on what others have gotten in my department since). I of course asked for more and got it (within reason and based on discussions with others in the field).

It really depends upon the STEM field and the school.  "STEM" covers a lot of territory!  To me, that seem like a lot, that's five fully funded positions for your lab for two years, which you assume is the norm.  Do you know others who have received as much?

No. they will have a dollar figure range in mind.  You make a budget and tell them what you need. Ask friends for sample startup budgets for comparable institutions.
