Hi, my fried was given an offer package to teach at a university in Dubai and he wants to put a counter offer in,

Is that something that is frowned upon in Dubai and if not should he do so in writing or verbally and also should he ask for much more than he really wants in hopes of getting the figure that he really wants or should he simply ask for the amount the he really wants..

Any help with this would be greatly appreciated...

Your friend should counter unless the package is so wonderful that it needs no adjustment.  Dubai is an expensive place to live. You did not say if this is a federal (UAE) institution or one that is from elsewhere.  If a federal institution, contracts generally are for 3 years and include housing, cost of education for children (sometimes a max of two or three children), airfare for summer home leaves, and end of contract bonus (which is mandated by UAE law and federal universities have to adhere to this).

Length of time from degree, prior teaching experience, publications and potential for research should have been factored into the offer unless the position is for and ESL position where time available for research and writing is practically nil because of the number of classes that have to be taught.  Universities generally pay for the degree area - i.e. business faculty get more, humanities faculty less, and master degree faculty come in at instructor rates and are the lowest paid.  Exceptions to that are those with MFA's if teaching in an art and design department.

Your friend should try to find out the salary range but that would mean also listing what area s/he is going to teach and which universities (UAE universities or non Emirati institutions)
