I am currently teaching 14 credit hours and 19 contact hours.  Are there any laws/regs that limit the teaching load of adjuncts? I am frustrated that I am teaching a full-time load on an adjunct's salary.

No, there are no such laws.

Some universities permit only a certain load for adjuncts at their institution, but if you're teaching for more than one institution, that's your own choice, and no one would be able to regulate that except you.

I'm happy to agree with you that adjuncts are exploited.  But there are currently no real remedies for the situation except the (difficult) one of getting a full-time gig with benefits.

There are states and public educational systems that require benefits at a certain number of hours--but apparently yours is (unfortunately) not one of them. Most often I have seen this in states with good unions--although then what happens is that people have to try to cobble together multiple jobs just to survive, since the schools still resist creating decent positions and just limit adjuncts to teaching six credits.
