Most universities base their offers for faculty members on updated salary surveys, but the question is do universities get information from faculty on their current salaries before they are hired?

This isn't normal practice as far as I know. In the US it is normal to make an offer and wait for a counter offer from the candidate. I think anyway. In Australia things are more transparent - each university has a posted salary scale (apart from Bond U which is private). So we negotiate on the starting point on the scale.
