OP,  I'm going to go out on a limb and guess that you may be considering getting a PhD in English at URI.  I'd have to say then don't bother.  I'm not at rankings conscious as other folks (perhaps to my detriment, it remains to be seen) but I know from anecdotal evidence that URI can't guarantee funding, which translates quite often, especially in this economy, to won't.
