Think of the "wasted applications" as practice for the hoops you will jump through to put together proposals that won't make it because they change the requirements after you submit, they get 1500 applications and can fund 50, or they can the whole program when the economy goes south.....

Not to sound snarky, but this is all part of the game. If you don't like the game, you might consider another game? Its a Sisyphusian task to try and change the rules now.

Perhaps because schools know SO MANY people are looking they are keeping super short deadlines so only those really ready and excited apply, so they only have 150 instead of 600 applications to sort?

That's what I was thinking.
