If a person sends a letter to a government school at any level (federal, state, county, city) a person is eligible to request recommendation letters through FOIA.

This would be unorthodox, but I'm aware of it happening in one instance.  In this case, because the applicant had initially waived their access to the letter, the institution was able to deny filling the FOIA request.  The institution's lawyers probably would have handed over the letter if the waiver wasn't signed.
