I have a colleague who has a PhD in Educational Technology and is a tenured professor in the College of Education at a state research intensive university. She has an office on campus and only teaches online courses. She developes them, teaches them, and trains other faculty on how to facilitate them.

So to answer your question... yes!

I am looking for specific examples of institutions. For those of you who mentioned that you know of colleges or universities where full-time tenured online professors exist, would you be willing to provide the name. Thanks
