Is anyone familiar with this school? 
It is in Missouri.

Yes, I'm familiar with it. Open enrollment, historically black college. A mix of local students trying to save money by going to college while living at home, and mostly African-American students from different Midwestern states. Jefferson City the town is okay -- not great, not a lot to do, lots of government employees (it's the state capital). Columbia, MO is nearby, and it has a lot more culture (ethnic restaurants, theater and music scene, etc.). Columbia is quite progressive and is a popular place for professors to live. The commute from Columbia to Lincoln University is about 35 minutes.
