Does anyone know if there's any policy regarding when and in what circumstances a college must advertise a new position? Whenever a Chair or Dean retires, for example, must there be a search to replace them (or can they be replaced 'internally' without a search)? I know it probably depends on the institution, but does anyone have any idea of standard practices?

Private universities can do whatever they like.
