It is common for science people at 4/4 institutions to not have that.  (As noted a couple pages ago, my real load is actually 3/3 with 6 preps, which could go higher.)

I should mention that my load is only 3/3 because I supervise undergraduate researchers and that has led to student co-authorship in peer-reviewed journals.  Our institutional load is nominally 4/4, but I'm in one of the few departments that takes undergrad research seriously.  Unfortunately, while I enjoy working with the undergrads, it slows down my research progress overall.

I teach a 4/4 load at a teaching-oriented SLAC, with a 3/3 prep. My institution has exceedingly low publication requirements for tenure. You can get tenure without any publications if you have given a few conference papers or otherwise shown "professional development and involvement."

Personally, I manage 1 to 2 book chapters or articles per year, plus maybe a conference paper and a few book reviews. That's with good time management, willingness to work over the weekends, and spending summer break doing research and writing.
