I'm not really sure how being waived from prerequisites is related to having to provide official transcripts, but not all fields have accreditation boards, especially that operate on the undergraduate level.  I'm in psychology.  The APA only accredits practice-oriented doctoral programs (clinical, counseling, and school) - they don't accredit Ph.Ds in other fields and they certainly don't accredit undergraduate psychology programs.  Public health has CEPH, but most public health students don't major in public health in college because there aren't that many public health undergrad programs, and CEPH only accredits graduate public health programs.

I guess because schools want to see your official transcript to be sure you haven't tampered with the grades?  It is much easier to admit 7 people you know have not tampered with their grades (or can be more reasonably sure because you have official transcripts) than to admit 7 people, find out one messed with their grades, rescind admission, and then try to get someone to come off the waitlist (possibly after April 15).  I'm in psychology and public health and all of my programs wanted official transcripts.

My undergraduate alma mater charges $3 per transcript.  My current graduate university makes you pay a $95 transcript fee your first semester, but after that you can order as many transcripts as you need.
