What particular programs and/or departments are known for being cut or eliminated? Are they just the ones with the lowest enrollments?

Computer Science faculty

Sometimes departments that don't have tenured faculty (so the school doesn't have to "break tenure") although in the case I am familiar with this was never a stated reason. Declining enrollments was the story given there. Sometimes the ones that the administration just doesn't like.
