At my university, it has become counterproductive to report the student to the appropriate authority. They act as advocates for the students to the point that they'll argue incontravertible evidence (a combination of photographs, several eyewitnesses, and direct observation of the professor) is not proof.
We're way beyond reasonable doubt, we're talking no doubt whatsover, and the students literally walk away with no sanction. Some say it's about keeping enrollment high or fear of lawsuits, but I simply think it's the administrators avoiding work - if professors knew that they actually enforced polices for academic misconduct, the line outside their door would go around the block.

Hi. I'm the OP. I just wanted to tell everyone that I have today handed back the exams, and the student in question got a zero. She requested an appointment w/ me about the grade, so I told her to come to my office hours if she needed to see me. I will keep you posted on what happens. Thanks, all, for your input.
