Does anyone know if British universities operate intensive English-language programs for foreign students?  I've taught in such a program in the US, and I'm wondering if these exist in the UK as well.

Yup. Take a look round the pages for the language centre at any UK university and you'll find the English for Academic Purposes courses. The one I'm most familiar with is Oxford, but the general model is replicated countrywide.
