How can I prove to the powers that be (administrators of junior college) that I can balance a budget? 

Our department is in desperate need of office supplies like a tape dispenser, a three hole punch, a bookshelf, for instance.  What can I do? 

It doesn't seem right to go over my boss or my boss's boss, but I'm ready for more responsibility....

for the bookshelf, talk to building maintenance or the equivalent and see if they have one laying around. There is often a room that seems to house book shelves and filing cabinets.  May not be new, but it will do the job.  I'd buy the other things myself.
