In France, these jobs are held by civil servants. So, you must pass an exam to become a civil servant first. In this case, the exam is called the CASU (Conseiller d'administration scolaire et universitaire). It means you also

You're granted job security, and the Education Nationale will take care of your formation. The status is nationwide, meaning you can work at any place in France, weither it's secondary or higher ed. Early in your career, you can't choose the institution you'll work at -- promotions follow the normal administrative path.
Knowing arabic won't help you passing the CASU itself. But it would be an asset to boost your career once you're in.
