I have come across the advice to 'pursue independent research with an established scholar other than your supervisor' more than once. What does this imply? Does it mean that you can write any scholar you admire ( even an academo-star) requesting mentoring and advice?

No, that is not what it means.

If you are in the humanities or social sciences, it means that you should do an independent study (research project) with a professor other than your advisor.  This may help with letters of recommendation in the future.  It will also, hopefully, broaden your perspective on your field.

I had a graduate research assistantship with a faculty member other than my advisor, and wrote, presented at conferences, and published with him. It was tremendously valuable to me, and really broadened my research horizons.
