I was browsing positions at an area community college for the fall, and in the job description I noted the following: "To be considered, applicants must have been awarded the qualifying degree and certification by December 2008."

There's no date on the posting, although elsewhere I found the job reposted with the same requirement as recently as April. 

Is this kosher?  And if so, why would they do this?

I bet it is a typo, and they meant 2009.

My guess is they want to avoid people who are ABD (all but dissertation).  they want their new hires to be focused on their new job and not trying to finish their PhD.
