US NIH money while in UK

My research falls smack dab in the middle of one of the new US economic bailout created NIH Research Challenge (RC1) challenge areas. It seems like this is potentially some low lying fruit that I want to try and grab. Unfortunately, since they are designed to bail out the US, they can only go to US Institutions. Is it possible to collaborate with a US institution as a CO-PI and still qualify? Has anyone gotten US NIH money while working in the UK? If it matters I am a US citizen (but I am working in the UK).

I know of people who have, and I've applied for some myself (in both cases actually citizens but it's not necessary). I also know of a colleague who collaborated with a US colleague and applied for funds which were used in a country outside the US.
You may find that your institution is not keen on you applying - overheads are generally lower than from UK research councils.
