answering multiple CFP?

Apologies if this is a rethreading - as you know, the search function isn't great.
Is it inappropriate to answer more than one CFP for a particular conference? Panelists can only appear once, so perhaps it is wrong to do so, but the calls come out in staggered trickles. In the past, I've refrained from submitting to one panel because I had an abstract pending for another, less well fitting, panel. But maybe I don't need to do so?
