I already have, i was on a "to join parent" visa and since my parents don't live there anymore i can't renew it which is why i applied for another visa. I am currently trying to sort it out with the university but they haven't got back to me yet, If i applied for residency after 3 years would i be charged as a national student throughout my 5 years of study or for just the remaining 2 years at the university? And right now i am a legal resident of the US because i have a green card.

I'm a little puzzled why your parents didn't sort out your situation earlier--i.e. why your years in the UK were not sufficient to transform you into the UK equivalent of a permanent resident. But that is water under the bridge, and perhaps there was no way for them to make you a UK permanent resident.

Anyway, you are a US resident now (presumably on the same sort of join-the-parents visa) and thus you would be an international student if you studied in the UK. That is your situation. Since green card holders can, if I understand correctly, get US student loans, then unless your parents are paying for your education, you have two choices: (1) take out US student loans to study in the US, or (2) take out US student loans to study in the UK (or Canada or wherever), but pay international fees instead of home fees. Those are not bad choices to have. Pick one and enjoy it.

How can i apply for a US student loan to study in the UK?

Since I have no personal experience with that process, I'm going to suggest that you google that question, and visit the US Dept of Education website to see if you can find information there. Suffice to say, you can use US student loans at most universities around the world (or at least, in first-world countries). It's more complicated than using the loans in the US because, obviously, a UK university doesn't have an office of financial aid to deal with the paperwork for you; you have to do it all yourself. In any case, I assume you have to fill out a FAFSA form (google that if you don't know what it is). Best of luck.
