publication list on a fellowship application

Hi everyone,
I was wondering what to do about the section of a research fellowship that asks the applicant to attach a list of publications - if I don't have any yet (I'm a PhD student at a UK university who aims to submit at the end of the summer or in the autumn). Should I not attach anything? Should I include conference papers? Working papers? Some fellow students recommended that I could include publications 'in preparation' - proposed article titles listed with their targeted journals (making it very clear that these are pre-submission). Is this a common practice, and if so, how is it received?
Any advice on this would be much appreciated. Thank you in advance.

I would not include more that one or two papers in preparation. These always look like wishful thinking. You can include conference presentations, but this would usually be in a seperate section, just as it would be on your CV.
