Remove the wallpaper. It's worth it, especially if you plan to stay for a while, you like home improvement, and since it is only a border. Both for your enjoyment and your relationship with the landlord. (Though I could see waiting until things cool off to tackle that particular job.)

In other news, the house I lived in in my childhood is on the market by the third owner since my parents sold it 20-odd years ago. The pictures are online.

I was amused and horrified to see that the huge orange and pink paisly print wallpaper that my mom lovingly hung up in the entry hallway in the 70s is still there, along with some other... er... "dated" wallpaper choices. Nostalgia for me to see it again, but I'm thinking perhaps not a good selling point for the current owners.
