Seeking a decent online EdD or perhaps PhD

I am happily employed at a CC in remote rural location. I have an MA in English. I wish to earn a doctoral degree in education; my CC will pay for it.
Our state U has online doctoral degrees, but they're in Higher Ed Admin (I have no aspirations here) and K-12 Curriculum/Instruction (again, not appropriate)
Is anyone aware of a decent part-time, online EdD or PhD program in Higher Ed (but not Leadership/Admin)?
I do not want a for-profit banner-ad type school, but I am not overly concerned with prestige, as I am only seeking this degree for personal fulfillment and a pay raise at my current job.
I have done my research and have found a lot of similar types of degrees at regular schools, but they're either not entirely online or too focused on admin. It seems like there has to be some state school or something out there that offers this kind of program.

Although I don't know the exact title of the program, I have worked with a couple of profs with EdDs from Nova. I was also told that a local CC has its own little Nova cohort of MA profs going for EdDs. But I don't have any first hand experience with the school.

Nova is a good choice.
Nebraska comes to mind first.

This has some short residencies that you could do during the summer break at your CC.
