If possible, map out the process as a series of steps with approximate timelines for achievement, ask for volunteers to "adopt" specific tasks, and have public meetings in which they present their results to promote timely completion. 

And when you are nearing completion of the larger process, put a moratorium on any additional changes for a period of 4 years.  It will take about that much assessment to see the full effects of whatever changes you have made, and it will discourage the kind of nickel-and-dime changes that can easily drive you nuts and obscure any gains you may have made with the revision process.

Depending on your discipline, you might look at your accrediting body to see if they have suggested outcomes.  Then simply borrow them to write your own outcomes.

Professional organizations can help here as well. For example, the Mathematical Association of America has a published curriculum guide.
