What is the librarian's role in helping set the IP and copyright rules for an institution? 

Who pays the royalties for licensed classroom materials? 

Do the librarians help make sure that IP and copyright laws are respected, especially with DL and web-based courses?  If not, who does?

We are mulling these issues at my university, where, by the way, the library staff is FANTASTIC.

These are all questions that you should be asking of your higher admin - especially the legal counsel - and the librarians at your institution.  They might know and if not, the librarians can find information for you.
