Ask to see the bill too, because once I got a huge water bill that was an estimate (based on the largest units of water I ever used. Some estimate.)
When I called the water company, they only wanted me to pay my usual $18 a month.

I'm not certain if I read your post correctly (my mind is shot from grading student papers), but I believe that you mentioned that water was included with your rent. If you signed a lease that stated that water is included in your rent, then your landlord will be responsible for the water bill. She might be able to kick you out at the end of your lease, but that may take awhile depending on the legal system of the country you are in. But I think everyone else made some really helpful suggestions about finding the water leak - I never knew anything about this!
