It's definately "hair" as it refers to ingrown version as in ingrown toenails only there are usually no toenails in that vacinity but anyway, one that kind of bothers or tickles one, due to its "wildness."

The "toke" is a mystery to me, perhaps a nonstandard past tense of "take"
(cf. "wake"/"woke")?

A linguist doesn't know that toke is so NOT the past tense of take???  I bet toking a wild hair would be a

The (related?) phrase I've heard is, "He's got a hair across is @$$." 

When I asked what it meant and where it came from, I was asked if I'd ever seen how a dog behaves when it has accidentally swallowed a piece of hair.  Apparently, the hair passes, but not easily or all at once, and the sensation of having the hair part in, part out, makes dogs absolutely batty.

Never seen it myself...

I've heard it and used it.  It's interchangeable with "got a burr up your butt." (more descriptive than under your saddle)

Initially, I woulda said "hair. No question." 

A "wild hair" is a hair that grows in an unexpected or inappropriate place (say, off the ear or the tip of the nose, etc.), isn't it?

Therefore, having a wild hair up one's arse would be: A: an unexpected or inappropriate place for a hair; and therefore B: most likely annoying or vexing (causing one to act in irrational and wildly erratic ways - thus the query: "do you have a wild hair up your @ss or what?)

Similar to getting one's nickers in a bunch.

A wild "hare" squiggling around on the wrong side of a sphincter (well, let's be honest, in this scenario, is there a correct side?), however, would seem to also to be annoying and/or vexing for many, many reasons.  Indeed, it would seem, emotionally at the minimum, to be much worse.

Therefore, I am now forced to admit complete ambivalence.
